The agreement is a legally binding employment contract concluded through collective bargaining with the employer and the union. The school department`s annual contribution must be four times the maximum salary for Class 7 teachers – $104,791 in 2018. Part of the reason an agreement lasted so long is because of Bill 28`s province. The law passed in 2017, but not proclaimed, requires a two-year wage freeze for employees from 2018/19. Next year, workers would receive a pay increase of 0.75%, and then 1% the following year. The union found that teachers work outside of teaching and grade time, but there is “no known work day and no agreed maximum amount of work required” other than what is related to a teacher`s core tasks, according to the decision.
In the end, the union proposed to solve the problem “because teachers should in principle know their working time.” The arbitration body sided with the union because it was “now identified by teachers as a major concern.” In addition, from 30 June, the Personal Professional Development Fund, which is in place to promote teacher professional growth and financial assistance, will be managed by the teachers` association and not by the department. Fixed-term contracts can only be used to replace teachers on leave, teachers who terminate their employment during the school year “due to unforeseen circumstances” or “to supplement teaching resources for less than three months,” the new agreement states.
